EMERGENCY SERVICES TRAINING CENTER DIRECTOR Job Description: Emergency Services Training Center (ESTC) Director leads the programs and services of the ESTC in Sanford. The duties include management and supervision of training and educational programs offered at the ESTC and through the continuing education emergency services programming. DIVISION CHIEF - TRAINING - SPOTSYLVANIA COUNTYLocation: SPOTSYLVANIA COUNTY - Selected candidate performs technical and administrative work in directing the training activities for the Department of Fire, Rescue & Emergency Management. Position is responsible for coordinating and implementing comprehensive training programs, determines training needs, and administers tests and evaluates performance. Employee is also responsible for maintaining various training records and files; preparing proposals for the training budget, and maintaining training aids and equipment. Employee is subject to the usual hazards of emergency response work. This position is essential. Personnel occupying this position may be scheduled to work irrespective of weather conditions and/or when general County offices are closed. Person(s) in this position will encounter sensitive information in the performance of their duties and is expected to maintain that information confidentially.

ESSENTIAL JOB FUNCTIONS Plans, coordinates, and directs a comprehensive training program for Spotsylvania County fire and rescue providers; determines training needs for the County in conjunction with Chief and volunteer training officers; coordinates and conducts training sessions and ensures training providers have proper knowledge, skills and competence; administers tests and evaluates performance. Supervises, direct, and evaluates full-time Training Staff and contract trainer-employees for Fire and Rescue Classes. Maintains detailed personnel training records pertaining to courses attended, scores received, certifications awarded, and outside training attended concerning fire and rescue. Assists the training officers of the volunteer fire and rescue agencies in determining special training needs and coordinating appropriate training programs. Coordinates compliant delivery of Virginia Department of Fire Programs, and Department of Health, Office of EMS certification, re-certification, and continuing education courses. May attend community events and job fairs to recruit employees. Responds to emergencies as needed; functions as a member of a fire suppression team or EMS provider; may take on the role of officer in emergencies including assuming command of an incident. Provides training budget proposal for the County fire and rescue training needs.

ADDITIONAL JOB FUNCTIONS Attends seminars, conferences, workshops, classes, etc., to enhance and maintain knowledge or to gain new knowledge of trends and developments in the field of training and emergency response. (Responsible for Department recruitment and retention of staff); may attend community events and job fairs to recruit employees Performs related duties as directed.

Minimum Training & Experience: Requires Associate's degree with course work emphasis in Fire Administration, Emergency Management, Emergency Services, or closely related field (Bachelor's Degree preferred); supplemented by vocational/technical training in emergency medical service operations, emergency services planning, hazardous materials management, search/rescue, and fire fighting; supplemented by five (5) years previous experience and/or training involving emergency medical service operations, emergency services planning, hazardous materials management, search/rescue coordination, fire fighting, fire/rescue operations, and supervision; or any equivalent combination of education, training/experience. Possession and maintenance of a valid certification by the Commonwealth of Virginia as an EMT-B, Firefighter I, Firefighter II, Hazardous Materials Awareness & Operations, Fire Instructor III, Fire Officer II, Emergency Vehicle Operation Certification (EVOC), Virginia driver's license with appropriate endorsement.

Special Requirements: The County subscribes to the National Fire Protection Association's (NFPA) 1582, 2007 Edition medical guidelines and applies these guidelines. FIREFIGHTER/MEDIC - HENRICO COUNTYLocation: HENRICO COUNTY - The County of Henrico is located north of the City of Richmond, Virginia and covers approximately 244 sq. miles. The population is over 300,000 and can double during certain special events. The Henrico Fire Department responds annually to about 38,000 calls for service. The county has a wide variety of buildings including: residential, commercial, and industrial structures. We also have 4 major roadways: I-64, I-95, I-295, and I-895 going through the county. In Henrico County, we also have Richmond International Raceway, Richmond International Airport (mutual aid to airport fire), Army National Guard and parts of the James River.

An Internationally Accredited Fire Department, reaccredited in 2008, we have twenty fire stations staffed by over 500 highly trained and certified firefighters. All field personnel are State certified firefighters and also certified to the Emergency Medical Technician (EMT) level. Over 200 are also certified to provide advanced life support (ALS) services.

The Division currently has on duty each day 20 engines, 13 Advanced Life Support Medic units, 5 ladder trucks, 3 Heavy Rescue Squads, 2 EMS supervisors, 2 Battalion Chiefs and a District Chief. We also have other specialty equipment available each day.

Utilizing the above staff and equipment we provide the following services:

*Urban and Rural fire services and response
*Emergency Medical Advanced life support services and transport
*Specialized Teams (HAZMAT, Tech Rescue, Dive/Swift Water)
*Fire Prevention, Education, and Investigations
*Response and Recovery to natural and man-made disasters

The County is home to a number of large special events, including two NASCAR races at Richmond International Raceway, several outdoor music concerts, a variety of sporting activities and other events. The Division provides Fire and EMS coverage at these events. All of these services are provided in a professional, innovative and cost effective manner.

FIREFIGHTER - RICHMONDLocation: RICHMOND - Richmond, Virginia's capital city, is the 5th oldest paid fire department in the country. Today, the Department's total strength is 420+ members operating out of 20 stations.

Richmond deploys the Quint Concept, operating 20 quint companies (4 minimum staffing), 3 heavy rescue companies (5 minimum staffing), 3 tankers, 2 brush trucks, 1 water rescue truck, one hazmat response vehicle, one Technical Rescue truck, and numerous staff vehicles. The Richmond Fire Department is tasked with protecting about 200,000 residences and over 400,000 workers and visitors each day. The department responds to over 30,000 calls for service each year and has an operating budget of $38.5 million.

FIREFIGHTER - ATLANTALocation: ATLANTA - The Atlanta Fire Academy is charged with the responsibility of training Atlanta firefighters and fire personnel in prevention, suppression and rescue/medical functions, more specifically hazardous materials, company unit certification, engine / truck evolutions, minimum company standards, new officer orientation, battalion instructor training, new equipment training / testing, computer training, research & development and recruit training.

Recruit school, 24 weeks in length, consists of 12 weeks of intense firefighter training which includes fire science, ladder, hose, hydraulics, and other courses, 2 weeks of testing and 10 weeks of emergency medical training which will prepare them to take the state EMT exam. When a recruit graduates from the Atlanta Fire Academy, they will be certified with a Georgia Fire Academy 101 certificate and be a state certified Emergency Medical Technician.

AFD also protects Atlanta's Hartsfield Airport, which is the busiest airport in the world. The Atlanta Fire Department Airport Division provides fire protection for the smallest of aircraft up to and including the new Boeing and Airbus super transports. Therefore, it must be able to meet all five (5) FAA Indexes, outlined by Federal Aviation Administration Regulation, Part 139.
